What's interesting about this translated document is that the actual locations of chemical weapons, missile sites and nuclear weapons is delineated within the document.
Indeed at one time, if this document is to be believed, chemical weapons were stored under, around, or within, Iraqi schools.
The problem with this document, as the translator plainly indicates, is that there seems to be no date on it.
Thus Saddam's concern about western attack could have been been before the first Gulf war, during the nineties when the USA was flying planes over northern and southern Iraq or into the new century.
Still the detailed locations of the different weapons, which WERE hidden, is interesting.
Speculation on the FreeRepublic thread accessed by the link is that this document was likely drafted in the mid-90's.

This document ISGZ-2004-007589 is an undated Top Secret and Immediate memo sent by the Director of Iraqi Intelligence to the Military Industrialization Commission asking warning them about potential military attacks by the West against Nuclear, Chemical, and Long Range Missile Sites and he asked them to do what they can to hide these targets in order to prevent the air strikes from succeeding in hitting the targets . What is also interesting in this document that the Iraqi Intelligence Service obtained the information from a Double Agent who was given the information of the attack targets by Western Intelligence Services and was asked to spy on their behalf to monitor these targets.
